PassiSuomi

About

PassiSuomi tracks Finland's Citizenship Act reform and its new mandatory citizenship test (kansalaisuuskoe) from the day the idea entered a government programme through to the day the requirement actually starts applying to real applications.

The core of the site is the timeline: a single, dated record of every stage of the reform, past and upcoming. Around it sit explainer articles covering the legislative history, what's actually on the test, who's exempt, how the test compares to other countries, and the criticism it's drawn along the way.

We try to keep a hard line between what's confirmed and what isn't. Where a detail hasn't been published yet, such as the exact test fee or how retakes work, the relevant page says so directly instead of guessing. Every claim is meant to trace back to an official source (Migri, the Ministry of the Interior, Eduskunta) or named reporting, not to secondhand paraphrase.

A free practice quiz and a full study question bank are planned once real test material exists, expected once Migri publishes its guidance in autumn 2026. Right now, this site is the timeline and the articles.
